Public Procurement Benchmarking Survey

OPBA has launched a national benchmarking survey open to all public agencies — both OPBA members and non-members. Help build a shared, evidence-based resource that supports stronger procurement practices across the public sector.

Why this project matters

Public procurement teams are increasingly asked to do more — with evolving policy requirements, resource constraints, and growing expectations around transparency, value, and outcomes.

Structures & Staffing

Procurement structures, staffing models, and resourcing approaches.

RFx & Governance

RFx processes, approvals, and governance practices.

Technology & Tools

Technology platforms, tools in use, and digital workflows.

Performance & Modernization

Performance metrics, reporting, modernization efforts, and more.

The survey is designed to balance depth with practicality and can be completed by an individual or as a team exercise.

How the data will be used

Survey responses will be analyzed and published in the OPBA Public Procurement Benchmarking Report — a centralized resource designed to support evidence-based decisions.

  • Available free to OPBA members
  • Available for purchase by the general public following release

Confidentiality

Reporting will be shared in aggregate. Individual agency responses will not be identified in published results.

Participation details

  • Who can participate: All public agencies (OPBA members and non-members)
  • Responses requested: One response per public agency
  • Time commitment: Approximately 20–30 minutes
  • Survey closes: March 12, 2026

As a thank-you for participating, each completed agency response will be entered into a draw to receive:

  • Unlimited registrations for one Coffee with Counsel session, and
  • Unlimited registrations for one OPBA Ignite Pro-D session of your choice
